I think you're taking some of this in a vacuum and overlooking the lack of political will or political mismanagement, social resistance, and just plain war fatigue as important factors.  This isn't just American policy I'm discussing, but pretty much any government's where a lower tech force has either held the line or prevailed (i.e. they were the ones who held the battlefield when the conflict was over).
