From GT:Far Trader you need to calculate the BTN between the two worlds, which gives you an amount of cargo moving between the two systems. P.18 (IIRC) has a passenger table as well, which based upon the BTN gives number of passengers per year and per week week.
GT:FT assumes that the trade between the two is sufficient to carry the passengers.
If you end up with something very small (< 1 per week), then it's time go get the dice.
I just finished updating the Trade Maps on the Traveller Wiki.
http://wiki.travellerrpg.com/Trade_map_key - this gives a broad idea of how much traffic travels between two systems based upon the trade routes between the two systems. This is calculated from the rules in GT:Far Trader, and all of the sector data.
Pick your two systems, and for that you need to look at the trade map. For example:
