Yep, the jump governor in LBB 5 HG 1st edition refers to LBB 2 1st edition jumps drives to get around the LBB 2 1st edition that any jump regardless of number uses all the fuel.
 
LBB 2 1st edition didn't worry about tech levels for anything ship related. LBB 3 is where the tech levels get mentioned and I'm sad to say was something I missed. The only mention of tech levels in LBB 2 2nd edition is in the computer table. LBB 5 HG both editions are where tech levels are right  in your face.
 
I have a small problem with the TL 10 availability of the jump governor since in HG the maximum jump is one parsec. A jump drive of two parsecs is available at TL 11. To further complicate matters LBB 3 2nd edition page 15 Technological Levels has drive letters A-D available at TL 9. Checking the Maximum Drive Potential Table in LBB 2 a 100-ton hull using a Jump Drive letter D can jump six parsecs which if I'm reading the table on page 17 of LBB 3 means a TL 9 ship can make a six parsec jump.
 
Of course LBB 2 2nd edition eliminated the jump governor by allowing a jump drive to use only the amount needed to make a jump.

(note: considering the copyright date, this must refer to the 1st ed of Book 2) "It allows such a ship to utilize fuel more efficiently; instead of consuming all fuel when performing a jump, regardless of jump number, the ship will consume fuel equal to etc, etc."

"Available at any industrial world w/ TL10 or higher. Cost: Cr300,000 .  Mass: 1 Ton . Ships produced according to this book already have the jump governor as part of their drives."

Now, of course, a J1 Free Trader, or any other J1 vessel,  won't have any use for this device.

I find it interesting that it's avail at TL10 which implies that it's been widely avail for quite some time in the OTU.

As an aside, there was mentioned, in the 'Twilight's Peak' adventure, that a supply convoy was sent on a mission during the 3rdFW in which it was to perform a "void jump". The ships were to jump into an 'empty' hex, refuel w/ fuel they had carried along, & then jump again to their final destination.
