To the best of my knowledge HGS is using LBB2 2nd edition for the crew and rules from TCS. Unfortunately or fortunately depending on your point of view HGS does not allow the use of LBB2 jump drive, maneuver drive, or power plants per LBB5 2nd edition rules.
I too am finding that designs had issues that never got updated to the second editions of the pertinent LBB design and construction processes. I've been submitting some of the items that I've found to Donald McKinney for review and possible inclusion into the next update of the Consolidated CT Errata.
I would be interested in looking at the spreadsheet since it may help me figure out changes quicker and if not it won't affect my already glazed over eyes.;-)

Many moons ago, I wrote up a database using Andrew's HGS program. I took all the LBB2 and HG data in the LBBs, and ran it through the HGS. Where necessary, I modified the ship specifications in order to make it "fit". Assuming HGS was "correct" most of the ship specifications were errant in some form or another. Some ships were completely broken, and unable to be reconciled without major changes (ie. jump-number, or hull size) in the specifications. I remember having fun trying to make the ANNIC NOVA with its multiple jump drives and lack of a standard power plant compliant - I can't recall whether I gave up on that one in disgust or not!
Anyway, I still have the resultant database (.xls) floating around on a hard disk somewhere and fiddle around with it for a few weeks every couple of years. (A database of pretty much every published Cars Wars design, having been run through a rules spreadsheet for errors, is lurking there too.) I can try to dig it up, if anyone is interested.
