They are fishing for investment.

Check out the second to last paragraph of their press release of the 15th.

My guess is that they have some seed money to give their smaller quicker design a go to see if they get some progress, after which they are fishing.

They're defense contractors. They wouldn’t come out publicly with this without being really really sure they could get a crapton of money for trying. 

There’s no reason to believe that LockMart, even the Skunkworks, has the secret sauce that thousands and thousands of people have spent billions of dollars trying to perfect without success. 

I’ll be perfectly, ecstatically happy to eat a whole platter-full of crow on this, but I rather doubt they’ve cracked it.
