I see many parallels with the Vilani story.

So . . . the Vilani continued to hold political power while slowly disintegrating culturally and simultaneously training their own eventual conquerors. And they lasted roughly an order of magnitude longer than the Spartans, because of jump lag (which slows down all widespread cultural change).

Yeah. I can see that.
 
Hell, I see parallels with the geopolitics of 2014.
