Just has another thought, on the subject of the dynamism (or lack thereof) of the canon Vilani:
 
According to the Traveller Integrated Timeline, they Vilani began writing ~7,000 years before Homo Sapiens Sapiens arose to dominance on Terra. Some 11,000 years later - while the future Solomani were still Stone Age hunters and gatherers - there was a worldwide Great Conclave to fix their caste system into its final form. Then three generations passed before the stabilized culture began to "flower" across Vland. Six centuries later they discovered electricity, ~350 more years saw their first electronic computer and then a further ~400 years saw the beginnings of rudimentary exploration of their home star system.
 
So it would seem to me that the canon Vilani are the epitome of "slow and steady wins the race."
