Means the Imperium doesnt need to get into arguments with the local authorities about someone kissing their own husband in public, and gives the local government reasons to explain why, just over *there* there are people drinking in a bar on a Sunday.

The ability to explore almost unlimited local-system vagaries is what made the TU *THE*PLACE*TO*BE* for me.

I imagine there could even be worlds that 'traders avoid due to getting 'dinged' repeatedly w/ fines &/or confiscation for seemingly innocuous items.

About 10-15 years ago I watched a show on PBS in which various western-world expats living in Saudi Arabia were interviewed.
One of them, an American, I believe, said he got 'busted' for trying to bring in a porno video.
After they took him to a back room, a customs agent slapped down a vhs containing episodes of the old (late-70's) TV series 'Love Boat'.
When he asked where the porn was, they said see all these women walking around the pool deck wearing bikinis?
Well that's PORN!
