Mongoose High Guard 1e has a section on docking clamps on page 45 if that helps.

Thank you for checking both HG 1e and HG 2e.

Sorry about not replying sooner, I've been busy on a project that includes docking clamps but on a different section.

I'm beginning to think that my sticky note was from the HG3 project that Donald McKinney conducted on ct starships back around 2008 I think. At the end Donald McKinney indicated that the project was actually for T5. Unfortunately, I did not keep copies of the document in my files on the computer and only have a couple of pages as paper copies.

The best I could find in High Guard is this:

Vehicle Launch Facilities Page 32.

Dispersed Structures: Ships which have a type 7 configuration hull carry craft and ships attached to their exterior. They need no additional fittings. All craft carried by a configuration 7 ship may be launched in one turn.

 

Which would suggest that docking clams are included in the 110% reequipment for ships/boats over 99 tons.
