I have just completed a search of the Amber Zone scenarios published in JTAS 1 - 24. Only found a Hotel rather than a Spaceport Bar, and that in a system that didn't make it onto the Official Traveller Maps. For completeness sake, it is detailed below.

Hotels

Palais de Grizel (Grizel, Orphans 1506)

A hotel (described as being "...not a palace...", but does have restaurant facilities.) located in the Startown associated with the planets class C Port. (Note: Orphans SubSector is one I created for Traveller Map which contains systems appearing in JTAS (and Space Gamer Magazine) which were given UWPs, but never placed in the OTU.)
