OK, after hitting the 'reset button' on my memory, I went back & looked at the earliest JTAS issues in their original form as originally published.
(Issue #1 even has a sticker affixed stating that it was a complimentary review copy from GDW)
#1 had no TNS bulletins but 2-4 had bulletins pretty much dedicated to the subject of imminent large-scale Dtank avail w/i The'Marches.
#6 has the bulletin about a jump failure disaster which is preliminarily attributed to a problem with Dtank separation.
I continued to chk, up to & including the 'War!' issue but could find no further mention of the subject.

p.s. I also checked CT LBB Adv1 & found I was mistaken as to the mention of Dtanks. I now believe that I probably first encountered the subject in TNS dispatches included w/i GDW's 5FW boxed wargame which I acquired some years before I managed to get my hands on copies of the early issues of JTAS. As I recall, the subject was one of my earliest memories of the TNS.

According to Donald McKinney's Integrated Timeline v2.1 (September 16, 2006) page 57 the Express Boat network is established in the Imperial year of 624 expanding to cover the entire Imperium by Imperial 718 per CT Adventure 1 The Kinunir GDW, 1979 p. 39

Checking Donald McKinney's Integrated Timeline v2.1 (September 16, 2006) I found two entries concerning drop tanks on page 115.

097-1105 TNS - Regina (Spinward Marches 1910) - General Shipyards announces plans to manufacture drop tanks for use on Tukera Lines high-capacity commercial vessels, to be available within six months. JTAS #02, GDW, 1979, p. 05.

101-1105 TNS - Regina (Spinward Marches 1910) - Imperium announces plans to begin deploying jump-6 drop tank express boats on all major express routes within a decade, cutting time from Regina to the Imperial Core to under 25 weeks. JTAS #02, GDW, 1979, p. 05.

I also have a copy of Kenneth Barnes expansions made to Donald's timeline that I checked and my search did not come up with any information.
