Well that's something that didn't come to fruition. I'd guess that
someone not in the know as to why the X-boat system had never been
up-graded got carried away. I'd also guess that the plans got delayed
for all kinds of publicly acceptable reasons, and then finally put aside
pending further study on how and when to do the upgrade 'with the
minimum of disruption and maximum cost-efficiency' (i.e. never).

I believe this JTAS bulletin was repeated in CT LBB Adv1 (which I read long before JTAS #2) &, in addition there was also mention, in another bulletin/s, of a disaster involving a vessel while attempting to jump while jettisoning Dtanks. As I recall, there was speculation that, for some reason, the Dtanks had failed to 'separate' successfully.
Which could easily have leas to the 'suspension' of the program.
However, in the wake of the 5FW, I would've thought that there would be renewed impetus to improve commo time.

p.s. The IN's J6 couriers would still be significantly faster as they take more direct routes. Especially so for the 'Marches, where they routinely take a 'short-cut' thru the 'Rift.
