We receive a handful of journals in the same manner as described by the original post, and have set up a solution for handling them that isn’t onerous (I don’t think).

 

We set up a server to store the PDFs, and created a lightweight HTML structure. We restricted access to on campus IPs. When a new issue arrives, we upload it onto the server, update the appropriate HTML, etc. Access is at the title level only and works via the catalog record, our linking service (SFX), etc.

 

I don’t feel as much a sense of outrage as some do over this scenario, to be honest. It’s not difficult to cope with, it’s a little extra work but not much, and it’s just a reality that some very small, independent publishers operate this way.
