What holdings management tool do you have? We have the EBSCO product, and I find permalinks there in the admin module (under “Managed URL” when looking at an individual journal’s holdings page) – for example, Academic Pediatrics has this: http://search.ebscohost.com/direct.asp?db=ccm&jid=8NBK&scope=site (which then, once you click on it, appears to convert to one of EBSCO’s session-based URLs). Not sure how this works for other holdings management tools, though.

Are there not permalinks for journal titles in Ebsco or am I overlooking something?  I know we have the permalink option in articles.
