I've used a couple of options. The ZenMate (https://zenmate.com/) browser plugin is pretty easy. They sell it as a privacy tool and to circumvent geo-restrictions, but neither are that important for testing - you just want a different IP. I've also had success with Windscribe (https://windscribe.com/). Both have free options. That's aside from turning off wi-fi on my iPhone and testing from my mobile carrier's network.

We also use EZproxy. Any testing for off-campus is done by e-resources staff. I don't know of reference or access services staff testing off-campus access when a problem is reported.

If you could also say who performs the checking when problem notices come in.  Is it the electronic resources person, reference librarian on duty, help desk person … ?
