This type of change is not uncommon for university publications.
You have a few strategies for minimizing the number of records:

As you’ve mentioned, corporate body variants are considered minor title changes.
It’s best to make sure those variants are included as references in the name authority record.
For example, Northern Iowa today
à
University of Northern Iowa today would only be considered a minor change if
Northern Iowa is a variant of
University of Northern Iowa.

When cataloging
retrospectively, if there is a predominant title through the run with occasional changes, then you can consider those changes titles of short duration (even if by definition they would be major changes).
2.3.2.13.2 g (“two or more titles proper used on different issues of a serial according to a regular pattern”) states there needs to be a regular pattern but it has been a long-standing CONSER practice (documented in CCM 16.2.4) that as long as the title
returns to the original title and there are no SARs or CONSER records for the title of short duration, the change can be considered minor.

If the serial doesn’t have a title page and there’s a consistent presentation on a source other than you can
use that source for the title page substitute. Again a long-standing CONSER practice documented in CCM 16.2.5.b.
In general, if you have questions about title changes, I would suggest starting with
CCM Module 16 as there are some good strategies presented there.

Hello,
We have a publication that is published by our alumni association and our public relations office. The initial title was Northern Iowa today. The title started to fluctuate to University of Northern Iowa today and now has University of
Northern Iowa today in the colophon but UNI today on the cover. Since all of these variants involve the name of the same corporate body, can I consider this a minor change as outlined in 2.3.2.13.2 c?
