Hi, Jeannie:

My current library does not use RFID but my former library does where I implemented the RFID project. I can't provide you a solution for your question. However, I can confirm with you that the RFID tag (Demco product) needs to be linked to the bib record (even the item is non-circ with no barcode) in order to activate the tag which is different from the EM tattle tapes.
I hope others could provide a solution to streamline this process.
