We’ve just been having a discussion on that.
Turns out (and this is an update to my last email on the topic) it was operated by Swets and is one of the things that Is No More as a result of their bankruptcy.
I had said here on March 5, “I did, just now, email mailman-owner@nalist1.swets.com, and so far, at least, it hasn't been returned.
On Saturday (7th) I got an “undeliverable” message, and I just haven’t gotten around yet to sharing that.
But yes, it’s defunct.
Below is a copy of Kathy Remmer’s March 5 post for those of you who may not have saved it. It provides an alternative, one I think I will be using.

This might be a good alternative instead of starting a new backserv if you are not currently on this list. I did not have any trouble requesting access when I joined.
