It depends on what you mean by "runs" and by "Institutional Repository".  The infrastructure for ours is run by librarians in our Information Technology and Digital Library Initiatives Departments, but our IR has many moveable parts, including our Scholarly (Faculty) Publications Repository (SPR), which is in an Oracle instance managed by both librarians and IT professionals in IT, and our Technical Report (DSpace), ETD (homegrown + DSpace), and Archival Repositories (homegrown + Archivists' Toolkit), all managed by librarians in DLI. Feeding of the repositories is by staff at all levels.  Content for the SPR and TR is handled by paraprofessionals in Acquisitions & Discovery.  The ETD database is fed by data input by the graduate students themselves and edited/augmented by paraprofessionals.  The archival repository is populated by grad students, support staff and librarians.
