Ed Jones' monograph, RDA and Serials Cataloging, was published this year by ALA.

I was going to suggest looking at the CONSER web site and documentation at the Library of Congress, but unfortunately it's been shut off, due to the government shut down.  The Library Corporation has made available the CONSER Cataloging Manual (http://www.itsmarc.com/crs/mergedprojects/conser/conser/contents.htm) and CONSER Editing Guide -- these versions show older (AACR2) processes.

Also, there have been many presentations at NASIG conferences over the years about cataloging processes for serials (for example, http://nasig.wordpress.com/2013/03/26/nasig-2013-program-highlights-rda-and-cataloging/), and these are covered in the NASIG Proceedings, which are published annually.

I often refer staff to OCLC's Bibliographic Formats and Standards, too, for a quick reference to the MARC record codes.
