Subject: serial title change warranted when word "New" added to title?

I was wondering why a new serial record is warranted for standardized exam titles when the word “new” is added to the title, probably for one year only. A number of exams get renovated every so often but likely the word “new” will appear in the title for one or two years only. It seems like a 246 would be best in this case.

A new CONSER record has been created for Cracking the new GMAT / Princeton Review (OCLC#785614238). The ISSN has not been changed from the previous title’s. The previous title, Cracking the new GMAT, OCLC#44846935, has been closed off by a pcc library.
