I am trying to define low, mid, and high usage for electronic journals.  I am looking at yearly article downloads.  Does anyone have any guidelines regarding how many yearly downloads would constitute “low use”, some kind of mid-level use, and “high use”?  I have heard of using 5 or fewer annual downloads for “low use” based on the ILL CONTU guidelines ("suggestion of five"), but I am not sure how widely that is used (if at all).  I know this varies from institution to institution and journal cost is also often considered, but any guidelines being used out there to define low, mid, and high e-journal use (in downloads per year) would be most helpful to know about.
