I recently sent an email to groupsubs@nytimes.com asking for the same information, and I got the below response. It looks like a site license should be available the second quarter of this year.

Not yet; I have also been emailing and stalking their site. I have received some replies, all off point and irrelevant, my favorite being addressed to Mr. Nelson Poynter explaining that they have searched their records and find no subscription for a Nelson Poynter.

Hello,
Apologies if this is common knowledge but I have to ask: has anyone heard anything about NYT online offering site licenses to libraries yet?
I have been stalking the subscriptions FAQs and emailing edu@nytimes.com and groupsubs@nytimes.com, without reply. And I loathe answering my faculty requests for a subscription with “not yet.”
I know about the discounted college subscription program, but I really want full institutional access. Did I miss some big announcement?
