If it is just a change in the order of the words, it is considered a minor change.  We do not process minor title changes.  You could add a 246 field to your record with this change.

Deb: You're talking about Intellectual and developmental disabilities,
ISSN 1934-9491, correct?  Where did you see this change in word
order?  On a 2011 print issue?

We're getting e-only, and I see no evidence of any change, but I'd
like to jump on it if there really has been one, to head off any patron
confusion.  SW
