At the University of Rhode Island, we recycled our old JSTOR (and other) volumes. Fortunately, we did not have to remove the covers. We did this as a small pilot project (Q's and R's only) over the summer. It was a bigger undertaking than we expected. We offered discarded volumes to our consortium members as per policy, but nowhere else.
See:
Procedure: http://uritechserv.pbworks.com/Serials-discard-projects
Back issue vendors: http://uritechserv.pbworks.com/Used-journal-and-book-vendors (We've not made use of them... this is just a list I've compiled)
