UN Chronicle continues to be a quarterly publication, sometimes combining issues.  They did not, however, publish a v. 45 no. 4 in 2008.  Volume 46, 2009, issues are a combined 1&2, and a just-mailed combined 3&4.  They will be back to the quarterly frequency for 2010, the helpful office person told me.
