We have sent nursing journals to India, but that is because one of our alumna was willing to pay the postage, or take them when she went home.  Otherwise, the postage seems prohibitive to most libraries.  We used to send reference books to Africa also, but (particularly after 9/11) that has gotten prohibitive.
