this is for insurance valuation purposes, I would encourage you to get
replacement costs through NAPC and/or UMI, as there is a considerable range in
price, especially for items where expected sales are small relative to costs,
i.e. local and regional newspapers, and obscure titles.

I don't have the figure you are looking for, but I would
advise being specific about whether you mean periodicals or newspapers on
microfilm, because the newspapers cost a fortune. Perhaps NAPC www.napubco.com/ can help with a periodicals
average price per reel, and Proquest UMI www.proquest.com/en-US/products/brands/pl_umi.shtml
with newspapers.
