Calling companies and police or highway patrol to report drivers who buzz you is an excellent idea for accumulating a record of action, though it admittedly may not produce much in the short term. We’ve all had these experiences. In Tucson last year I took to carrying a small memo pad and stubby pencil in my saddle bag to write down the license plate and make of vehicles that buzzed me on the mountain passes and city busses that were beyond reckless with cyclists. It paid off when a local lawyer was looking for information to back up talks with the city council for enacting stronger cycling laws and penalties. He collected our police reports and used them as evidence to bolster his case. It really is worth the time to make that paper trail as police reports have more sway than anecdotes in these situations.

as for the buzz bys of which i was a victim recently (a waste management truck knocked me off of 98th) i think you should take down the truck number and call the company to report the driver and call the police and file a report there, while not much will be done in the short term at least they will have these on record and an accumulation of calls might cause some action and possibly provide good background/evidence if anything of substance might occur
