Numbness in the hands and bum is usually due to your position, not
what your bike is made from. He might spend some time trying
different seat heights and angles, different handlebar heights, before
tossing out the old bike.
If he only wants to dampen the road vibration, I would say that
fork and stays would be sufficient. Full carbon adds a bit more, but
I don't know if that little bit more is worth the big jump in
price.
