I heard the same story, which indicated that the number of Tampa pull-overs exceeds the numbers for Miami, Orlando, and other FL cities combined.  At least one woman featured in the story described being pulled over multiple times on the same trip.

I heard on NPR today (also in Washington Post) that Tampa Police are pulling African American cyclists over for DWB ( driving while black).  Several cyclists interviewed said the police asked for registration.  Does anyone know if Florida requires bikes to be registered?  I learned of a florida statute requiring a bell.
