Integrated Vegetation Manager

Duties:
Plans, manages, and oversees the daily functions, operations, and activities of the Vegetation Management Unit, including developing and directing vegetation management services, projects, and activities for fire suppression, winter flood preparedness, and flood-fighting capabilities, as well as mitigation maintenance efforts as prescribed by maintenance guidelines, capital projects, and Stream Maintenance Program permit requirements.
Key responsibilities include, but not limited to:
- Management of unit staff and administration of unit programs.
- Preparation and monitoring of unit budget and budgeted projects.
- Preparation, or overseeing the preparation of monitoring reports, status reports.
- Representing District interests to public officials and regulators.
- Support and oversight of the District's Departmental Operations Center (watershed emergency operations).
- Support and oversight of regulatory compliance relative to pesticide use and vegetation management activities and acquisition of associated permits.
- Recruitment of staff and long-term fiscal planning to ensure funding and resource availability for future work.
Ideal candidate's background includes:
- Hands-on experience with vegetation control, revegetation/mitigation projects, ecological restoration, horticulture or arboriculture management, including 2 years of supervisory experience.
- Knowledge of and/or experience in preparing annual budget and forecasting financial impacts and ability to present the budget to budget review committee.
- Knowledge of Pesticide Regulations, Vegetation Management Principles, and Regulatory Permits.
- Arboricultural License issued by the International Society of Arboriculture is desirable.
- Relationships with regulatory community in order to assist with permit negotiations and attend meetings.
- Excellent written and verbal communication. Should have the ability to represent the District and explain technical terminology in simple words to the public.
- Certifications in supervisory training, project management, and/or management academy are desirable.
- Continued monitoring of and research on updated regulations.
- Knowledge of principles and practices for contractual purposes.
- Ability to provide input on project planning and design at the initial stages of a project.
- Ability to collaboratively work with peers and build relationships.
Experience:
Five (5) years of experience in vegetation control, revegetation/mitigation project, ecological restoration, horticulture or arboriculture management, including two (2) years of supervisory experience.
Training:
Equivalent to graduation from an accredited four-year college or university with major coursework in biology, agricultural sciences, or a related field.
License or Certificate:
A valid Agricultural Pest Control Adviser License in Category E and a valid Qualified Applicator Certificate in Categories B, C, and F issued by the State of California Department of Pesticide Regulation.
