OAHU INVASIVE SPECIES COMMITTEE MANAGER 

Pacific Cooperative Studies Unit. Regular, Full-Time, RCUH Non-Civil Service position with the Pacific Cooperative Studies Unit (PCSU), Oahu Invasive Species Committee (OISC), located in Kailua, Hawaii.  Continuation of employment is dependent upon program/operational needs, satisfactory work performance, availability of funds, and compliance with applicable Federal/State laws. Position ID# 15103

MINIMUM MONTHLY SALARY:  $5,500/Mon.

DUTIES:  Directs, plans, prioritizes, and implements OISC actions based on guidance from OISC annual strategy meeting and direction from OISC Chairperson and/or Principal Investigator and guidance from OISC constituents. Provides overall leadership and oversight of OISC team. Produces and implements the OISC Annual Strategy Plan and translates the plan into action. Works with funding agencies to identify and obtain financial support for projects. Writes proposals to various agencies for funding. Prepares substantive quarterly and year-end summary reports describing OISC activities and financial status. Plays a critical role in countywide and statewide invasive species regulation and control. Works with and establishes partnerships to address invasive species detection, prevention and control often serving as the lead coordinating entity. Assures favorable public relations and quality control of action by the team. Evaluates employee performance based on established expectations in a fair, objective and timely manner. Provides overall project goals and objectives to project staff. Evaluates and ensures integrity of field operations by regular participation in the field. 

PRIMARY QUALIFICATIONS

EDUCATION/TRAINING:  Bachelor’s Degree from an accredited four (4) year college or university. 

EXPERIENCE:  Three to five (3-5) years of experience in project management involving planning, scheduling, internal/external relations, and administration. Two to four (2-4) years of supervisory or leadership experience.

ABIL/KNOW/SKILLS:  Knowledge of Hawaiian environment, community, economy, and politics. Working knowledge of the scientific identity of weedy and/or cultivated species in Hawai‘i. In-depth knowledge of Hawaiian biota and threats from alien species. Knowledge of plant taxonomy and invasion biology. Knowledge of field techniques to control alien species. Strong working knowledge of Microsoft Access, Trimble/Garmin Global Positioning Systems (GPS) and ArcView Global Information System (GIS), ArcGIS, ARC/INFO software. Knowledge of biological concepts and natural resource management, and project implementation. Knowledge of basic survey techniques.  Excellent organizational, leadership, public relations, and communications skills as well as strong problem-solving, decision-making, interpersonal and management skills. Ability work well with, motivate, and delegate to staff. Proficient computer skills in word processing and spreadsheets. Ability to write grants. Skilled in budgeting, procurement, report writing, and general office administration. Demonstrated ability to communicate clearly both orally and in writing.  Must possess a valid driver’s license and maintain throughout the duration of employment. May be required to provide a clean driver’s abstract as deemed necessary by the job requirements and/or the project. If personal vehicle will be used for business purpose: Must possess proof of personal vehicle insurance and maintain throughout the duration of employment. Must also provide the RCUH Human Resources Department with drivers license information and keep current throughout the duration of employment. Failure to meet this requirement or falsification of documents may result in disciplinary action including and up to termination of employment.

 Post Offer/Employment Conditions: Must possess Certification in First Aid/CPR (or be able to obtain and maintain the certificate following the training provided within three (3) months from date of hire and maintain throughout duration of employment). Must be able to complete basic helicopter safety course within twelve (12) months from date of hire. Must be able to obtain and maintain State of Hawaii Certification for Application of Restricted Use Pesticides within twelve (12) months from date of hire and maintain throughout duration of employment. Must be able to pass a post offer criminal background check.

PHYSICAL/MEDICAL REQUIREMENTS:  Ability to lift and carry up to fifty (50) pounds unassisted and hike in rugged terrain and under inclement weather conditions.

SECONDARY QUALIFICATIONS:  Bachelor’s Degree from an accredited four (4) year college or university in Natural Resource Management, Botany, Biology, Environmental Studies or related field. Experience with financial and legal administration. Knowledge of funding sources in Hawaii and nationally. Experience preparing funding proposals. Knowledge of threats from incipient alien plants and animals invasions in Hawaii or elsewhere. Field experience protecting Hawaii’s natural resources. Experience working with manual and chemical control of invasive species in Hawaii or elsewhere.
