Description
The Dane County Department of Human Services in Madison, Wisconsin is recruiting for a full-time (1.0 FTE) Aging and Disability Resource Center Program Specialist position. The
Eligibility List created will be used to fill future vacancies over the next six (6) months.
Starting hourly rate of $34.44 with further increases to $44.50, plus excellent benefits including fully paid dental and HMO health insurance premiums for full time employees (pro-rated for part-time employees). The County also contributes towards Point of
Service (POS) health insurance premiums, retirement, short-/long-term disability, and six (6) weeks of paid parental leave for birth or adoption of a child. Additional available benefits include long term care, vision coverage, flexible spending account and

DEFINITION
Under the direction of the Aging and Disability Resource Center (ADRC) Manager, the Program Specialist does the following: Manages programs, staff, and purchase of service contracts which address the needs of people served by the ADRCIs responsible for quality
assurance and quality improvement for assigned programs via use of program evaluation, data analysis and feedback from consumers and professionals. Develops and provides training for assigned programs. Responsibilities in areas such as partner relationships,
information and database assistance, benefit specialist services, 100% time reporting, or complaint resolution, qualifications and eligibility for public benefits. Reviews and updates ADRC policies. Supervises staff. Performs related duties as assigned.
EXAMPLES OF DUTIES
Acts as the primary contact for assigned programs and agencies. Meets regularly with assigned agencies, reviews quarterly reports, tracks progress toward identified goals and barriers to achieving goals. Monitors programs and agencies for quality compliance
in accordance with federal, state and county program standards. Coordinates implementation of changes in programs as required by federal, state, county or departmental authorities. Responds to complaints from consumers, guardians, advocates and other interested
parties regarding assigned programs. Reviews and assigns incoming communication from collaborating agencies and ADRC consumers.Supervises assigned staff. Supervises the Resource Committee. Monitors, coordinates and updates the ADRC database, and coordinates
all formats of resources the ADRC uses. Facilitates the Annual Change leader project. Prepares data, reports and presentations regarding assigned programs. Identifies broad-based needs and develops training programs to address those needs.
Education, Experience & Special Requirements
Education, Training and Experience:
A Bachelor's degree in Social Work or other Human Services field related field, and two (2) years of professional experience in Federal, State and/or County Aging and Disability services. One (1) year of lead or supervisory experience is preferred.
Special Requirements:
Must have a valid driver's license, and access to reliable personal transportation, or equivalent.
Background Check: Due to the nature of the data stored and the facilities it works in, this classification requires a complete background check which includes fingerprinting. Wisconsin's

Physical and Environmental Work Requirements:
Professional office work environment. Able to lift 25 pounds. Manual dexterity using fine and gross motor skills. Good visual acuity and hearing with or without corrective devices. Sufficiently physically mobile to get to various office and meeting sites on
time. Phone and computer use.
Knowledge, Skills & Abilities
Knowledge of fields of aging and disability services. Ability to assess the needs of individuals requesting services related to aging. Effective supervisory techniques and methods.
Effective oral and written communication skills. Understanding of the principles of administrative and budgetary management. Familiarity with Dane County human services programs. Ability to assess the effectiveness of programs and agencies providing services
to these populations. Familiarity with the Income Maintenance Process, eligibility for Medicaid for publicly funded Long Term Care Programs, and Forward Health.
