AAC with ASL videos and pictures/symbols

We are looking for an AAC app with the following features:
*able to use both photos and line drawings/symbols
*voice output for the communication partners
*photo or line drawings also shows video of ASL sign or message.
Student is a 3-year-old who is profoundly deaf. He has bilateral cochlear implants, but does not tolerate the processors being attached and turned on. There is a family history of Autism and Autism is a possibility for this child, but it’s unclear at this time if the Autism indicators are related to language deprivation or Autism. He is showing understanding of photos of preferred objects. His exposure to a visually based communication system is new.
The team is providing him with lots of language models spoken (which he cannot hear), photos, line drawings, and ASL. He does not attempt much to the ASL at this time. He shows clear association with the photos of preferred objects with their photos. He may be starting to make some connections with line drawings used to indicate transitions and classrooms routines.
The team would like to try an AAC system rather than a few pictures and symbols to give him access to a more robust system that they can model on, but he can’t hear a voice output system which is why they are looking for something that could pair photos/line drawings with ASL.
Does a system with these features exist??
Thank you!
