Switch access questions for Xbox and iPad

Greetings all,
I’m hoping to confirm whether the following two things are possible. I
can work out the details once I know they’re feasible. Additional
context is below.
What is the minimum number of buttons needed to navigate an Xbox menu
and open/play a game like Divekick? Could this be done with two
switches? (We have the necessary tech but limited switch locations.)
Can native iOS switch scanning be used in Accessibility mode on an iPad?
Context:
I support a young adult who uses two head switches to navigate their
communication device (Accent) and increase independence with gaming.
I’m helping in a volunteer capacity, so my goal is to set their team
up with a practical starting point that they can manage independently.
They primarily use two head switches and have a few additional switch
locations that are less reliable but might work for occasional tasks.
The broader goal is to increase independence with gaming. Right now,
the daily support team finds the setup overwhelming, but I believe
they could learn to set up and power on the technology. Over time they
may build more capacity. Currently, the young adult only games during
a weekly volunteer-supported session.
They have an Xbox, an adapted Xbox controller, a variety of switches
and mounts, and a PC from AbleGamers. More independence may ultimately
be possible through the PC, but the team currently finds it
overwhelming and isn’t sure how to optimize it. If the Xbox can’t
realistically be navigated with two (possibly three) switches, we will
likely focus on the PC instead.
Separately, the young adult also watches videos on an iPad and would
like to independently start/stop videos, change videos, and
potentially play games or browse the internet. Similar functions are
possible on the Accent, but they prefer having a separate device so
the communication software remains available.
They already have the equipment needed for switch scanning on the
iPad; I’m mainly hoping to recommend the simplest setup for them to
practice with.
Again, my two main questions are listed above.
