I differ, at least a bit. Poictesme did have some ambitious people
outside of Conn and his circle.
The airship raiders took on some initiative. However, their primary
source of success was the sheer passivity of the vast majority of the
population.
The United States has at least two events in which ordinary people
formed vigilante groups to impose order. San Francisco 1906 and Texas
(the photographer massacre). Poictesme had nothing similar.
Now here's heresy. Conn was successful enough to attract the attention
of the criminal gangs. The promise of sufficient loot led to strange
bedfellows in crime. Execute Conn and enough of his followers during a
massive burglary attempt (at least 100 robbers) and revival of Poictesme
stalls.
